The Principle at ProjectBuild Inc. is Mr. Thomas Spence, PE.  He has over 35 years of experience in the field .of consulting, engineering, project management and construction for a wide variety of federal and industrial facilities.  Mr. Spence is a Registered Mechanical Engineer in the state of California.  He is and has been a member of many professional associations both national and local.  His depth of experience covers the both design and installation of complicated processes and systems for sites and factories.

His experience in engineering and construction provide the strong foundation for managing Design/Build opportunities.  Projects range from Launch Facilities to Microelectronics Factories.  He is very successful at managing the team selection and implementing the schedule to maximize Project Profitability.

He has over twenty-three years managing consulting engineers and over twenty years of experience in managing construction, design/build teams, and multi‑discipline projects for industry.  Mr. Spence’s excellent leadership skills develop cohesive teams that are responsive to project needs. 

Mr. Spence’s Leadership in both secure and unsecured arenas is strong yet still provides effective team development and involvement.  Tom’s Project Management Structures provide clear direction and require team member accountability.  These structures include detailed documentation and tracking, written action item tracking, scheduling, manpower loading and cost tracking.  Through his years of experience, Tom has developed several effect management tools including the ability to define the necessary technical support required of a new project and the development of contingency plans for possible technical hurdles to the project.

As Project Director Mr. Spence directs the implementation of a number of projects in parallel from Concept and Design through Construction, Start-up, Testing and Commissioning.  Projects can include the analysis, the design and the implementation of complicated projects for industry including; aerospace installations; power generation; industrial manufacturing and assembly; microelectronics, pharmaceutical, food and chemical processing.

Mr. Spence has extensive experience in the design and installation of factories, buildings, equipment installations and system modifications for Aerospace and Manufacturing industries including R&D laboratories, launch vehicle component Test Sites, SCIF’s & RF Shielding, manufacturing facilities, clean rooms.

Syrup Filling Production Lines for Coca Cola Fountain, Ontario, CA – As contract Prime for this $8M installation of 2 new filler lines within the working production facility using Design/Build approach.
Liquid Bulk Silo and Building for Coca Cola Fountain, Ontario, CA – As contract Prime for this $3M installation of 3 new 20,000 gallon silos and new building within the working production facility using Design/Build approach.

Customer (Secure) Test & Development RF Shielded Facility for Electronic Systems (McDonnell Douglas) Santa Ana, CA – As Manager of Facilities Construction, directed Design/Build of over 200,000 SF in 6-months including high Bay Assembly & Test areas.
Central Energy Plant for Disneyland Hotel, Anaheim, CA – As Project Director for AEPC managed and supervised the concept development, design, engineering of this Un-interruptible Central Cooling and Heating facility for the 1,500 room Resort and Convention Center. This facility was build within the Operating Production Facility.
As Owner’s Representative Mr. Spence provided Construction Management for implementation of the Central Plant Project.  NO unplanned outages occurred during this 9-month construction process.
12kV Auto Transfer to Backup Generation for Coca Cola NA., Ontario, CA – As contract Prime for this $1M installation, provided engineering, design and installation of a new ATS System for 2MW backup generation system for the production facilities.
12kV Distribution System for Toyota Auto Body Co., Long Beach, CA – As Project Manager, provided engineering, design and CM for the installation of a new substation and building for the support of added plant production facilities.
Generation Plant Installation for Mission Foods, Rancho Cucamonga, CA – As Project Manager for ProjectBuild managed and supervised the concept development, design, engineering and installation of a 2.0 MW, 2-generator system.
Cell site design, permitting and installation for Cox Communications, Orange, CA – Included the design and Installation of a new 5000 SF Communications Hub with redundant cooling systems, with full power and communications redundancy, emergency power and specialized fire protection.
Central plant for Toyota CCP Co., Long Beach, CA – Project Build provided project management; Concept Development, Design Engineering and installation of a new redundant process chiller plant for the CCP Production facility including hazardous materials exhaust systems, DI water, cooling systems, acid treatment, and all support utilities.
Generation Plant for the Mission Foods, Rancho Cucamonga, CA – ProjectBuild provided development, design and installation including Design, Planning, Permitting, and Construction of a 2.0 MW, 2-generator system for use on demand. United Air Force, Joint Strike Fighter Test Facilities, Edwards Air Force Base, CA – As Project Director for AEPC responsible for overall performance of the design team on this $27M installation of new and renovation of existing facilities.  Systems included various power Voltage and Frequency systems, Fueled Aircraft Fire Protection systems, and three Cooling and Sub-cooling systems. The work involved the renovation and modernization of hangars including process utilities and the installation of new warehouse, and armament maintenance and control buildings.
Customer Test & Development RF Shielded Facility for Electronic Systems (McDonnell Douglas) Santa Ana, CA – As Sr. Manager of Facilities Construction, Directed Design/Build of over 204,000 SF in 6-months. including high bay Assembly & Test areas.
ConocoPhillips Central Control Room, Rodeo, CA – As Project Director for AEPC for design and construction services for this state-of-the-art 12,500 square foot Refinery Central Control Room Building.  Project included Explosion-proof building design, Un-interruptable power systems, Control Room power and cooling systems, FM200 fire Protection systems.  Our scope included design and Construction Administration services of the green field building within the Operating Refinery:  NO unplanned outages occurred during this 9 month construction process.
Thermal Storage Tank, for UCLA, Los Angeles, CA – This project involved an underground concrete tank of 648,000 CuFt (4.8 M gallons) of chilled water with 20,000 ton hours of cooling. The tank provides a 3,600 tons per hour stratified chilled water capacity and a structural support for an auditorium building. The design also included shoring design for the 90’L x 80’W x 90’ Deep underground concrete tank.
12kV Distribution System for Toyota Auto Body Co., Long Beach, CA  – As Project Manager, provided engineering, design and CM for the installation of a new substation and building for the support of added plant production facilities.

Cogeneration system at Honda North America, Torrance, CA. ProjectBuild provided the design approach and engineering and Plan Check for the EPC of this 1.2MW cogen project which included Inadvertent Export of power, and heat recovery to heating water and absorption chilling.
Generation Plant Installation for Mission Foods, Rancho Cucamonga, CA – Project Build provided project management, concept development, design, engineering and installation of a 2.0 MW, 2-generator system for use on demand at this continuous food process facility.  Included is the installation of parallel power transmission with SCE.  Mr. Spence also managed the installation planning and permitting with the city. NO unplanned outages occurred during this 9-month construction process.

Strip steel to Can factory for the production of steel cans for Hunter Engineering Co., CA – As Project Manger for Bentley Company supervised the design and engineering of power and controls for the cold mill system to be assembled, dis-assembled and shipped to Vladistok, Russia.  Project included over five thousands of control points and hundreds of rolling press motors.
Vinegar Production Factory System for Marukan Vinegar (USA) Co., Paramount, CA – As Project Manager for Carter-Burgess supervised the design of power, process piping and plumbing for Sake fermentation and vinegar transition processing for a new plant in Fairmont, CA.  Processes included RO water, cooling water, ethanol, water, rice dry-vayer, mash distribution, boilers and heat exchangers.

Central Energy Plants & Thermal Storage

Central Energy Plant Installation for the Northrop in El Segundo, CA – Includes the design and installation of a 3600 ton, 3-chiller plant with cooling towers in a new central plant building.  Also included was the design and installation of modifications to the chilled water distribution system, digital control system. Mr. Spence was the Project Manager and Manager of Engineering for this project. NO unplanned outages occurred during this 9-month construction process.

Central Energy Plant Installation for the Orange County Register, Santa Ana, CA– Includes the design and installation of a 1350 ton, 3-chiller plant with cooling towers and hot water boilers in a new central plant building.  Also included was the design and installation of the hot and chilled water distribution systems, digital control system and the retrofit of DX Air Handlers with new chilled water units. Mr. Spence was the Project Manager and Manager of Engineering for this project. NO unplanned outages occurred during this 9-month construction process.
Central Energy Plant Installation for Baxter Pharmaceutical, Santa Ana, CA– Includes the design and installation of a 1,100-ton, 3-chiller plant with cooling towers in a new central plant building.  Also included was the design and installation of the chilled water distribution systems, digital control system and the retrofit of DX Air Handlers with new chilled water units. Mr. Spence was the Project Manager and Manager of Engineering for this project. NO unplanned outages occurred during this 9-month construction process.
Chiller Plant Expansion for UCLA, Los Angeles, CA– Includes the addition of a 10,000-ton three cell-cooling tower with water basins on the roof of an existing chiller building. Mr. Spence is the Project Manager and Manager of Engineering for this capacity increase.  The project also includes the review and evaluation of the DDC Plant Control System for possible upgrade. NO unplanned outages occurred during this 9-month construction process.
OTHER PROJECT EXPERIENCE:
Main frame data center for Boeing, Huntington Beach, CA – Included the project Management and mechanical design of this 5,000 SF data processing center for Boeing, Huntington Beach, CA. Included the design and construction management of several state of the art main frame systems. Site services included redundant power distribution, redundant HVAC and chillers, Inertia power MG’s, Pre-action Sprinklers and Halon Fire Protection.
Gallium Arsenide Solar Film Factory, City Industry, CA – As Project Manager for AEPC, provided engineering and design of a new 40k SF Dual Suite manufacturing lab with FM200, dual containment, and fully monitored toxicity system for hazardous materials. Included exhaust systems, DI water, cooling systems, acid treatment, and all support utilities.
Digital Cable hub building for Cox Communications, Orange, CA – ProjectBuild provided development, design and installation including Design, Planning, Permitting, and Construction of the building and installation of facilities support systems.
Test Lab for Toyota CCP Co., Long Beach, CA – As Project Manager for AEPC, provided engineering and design of a new 6k sq. ft. Catalytic Converter QA test lab within the CCP Production facility including hazardous materials exhaust systems, DI water, cooling systems, acid treatment, and all support utilities.
Central Distribution System Analysis, for San Diego State University, San Diego, CA – As Director of Mechanical Engineering, prepared energy and flow models for expansion of the campus through year 2005. Analysis of the best utility system combinations of steam, hot water and chilled water was performed.
Internet Service Provider core hub site for SBC, Irvine CA – Included the design and construction management of the retrofit of an existing 300,000 square foot warehouse into 40,000 square feet of cage servers, 10,000 SF of IO, 8,000 SF. Site is served with full power and communications redundancy, emergency power, FM 200 throughout.
Cement Unloading Facility for the San Diego Harbor CA – As Project Manger supervised the design of ship unloading system, dust mitigation, wheeled loader routing and control, lighting, power and controls for the system.  Installation was scheduled around existing operations.
Cell site design, permitting and installation for various wireless providers throughout California – Included the design and construction management of the retrofit of existing Commercial sites. Each site is served with full power and communications redundancy, emergency power and specialized fire protection.
